There's been bikes sold under the Raleigh name for years and years. Which extractor you need will depend on the actual model, and not the make of the bike.

NUmrich has the extractor, But no sling
Remove bolt and secure it in a padded vise with the open end of extractor facing away from you. Take a pair of need-nosed pliers and position each jaw on the edges of the extractor. Give the pliers a firm rap and the extractor will dislodge from the bolt.

It would be easiest just to replace the ignition. Since no other locks share the key, replacing it wouldn't make a difference. Using the extractor could be an excercise in frustration. Depending on how deep, what cuts are on the key, how much tension the springs are putting on the broken piece, and what kind of extractor you are using. Will depend on how to use the extractor, if you're even using the right extractor for the situation. You twist spiral extractors. Hook extractors are made to pass the key then hook as pulling out. Extractor pliers grab the broken bits.
