My Valco A12 has a hull tag saying 10hp max
I have a 1973 15ft valco. I run a 25 hp jet. It seems to do fine but I wouldn't go any bigger.

It depends on the size craft it is pushing. A 5hp outboard should run fast enough to plane out say a 10 to 12ft. aluminum boat with one man aboard.
Speed is dependant on a number of factors. Most importantly the size, type and weight of the boat that it is on and the number of people on board. A 50 HP outboard will push a small aluminum fishing boat a lot fast than it will a 20 ft fiberglass boat. I have a 50 HP 2 stroke that will push a 16 foot aluminum boat 35 MPH.
It all depends on the purpose of the craft and the weather. On a good day, you'll see any size of boat, but on a bad day, I'd recommend at least a 18ft boat (not an aluminum Jon boat, fiberglass is usually a safe bet)
There are to many variables that go into that question . Boat weight , motor size , prop pitch and diameter , form of the boats hull ( flat or a v hull ).
The smallest motor for a 16 foot Lowe boat is about 30 horsepower. The maximum size should be no more than 100 horsepower.
That would vary as there are many variables, most notably, what size outboard are you talking about. Also, is the boat fiberglass or aluminum? For a fiberglass bassboat, 16', with a 60 or 70 HP motor, you would be in the 2700 - 3100 lbs. range. This all depends on Mfgr. and year of the boat. As far as aluminum, it would be quite a bit lighter. How much, I'm not sure (even though my first bassboat was aluminum). How's that for a definite maybe? Sorry I couldn't have given a better answer.
it should probs have a motor beetween 70 and 115hp check the hp rating on your boat on the capacity plate
