The cover will pop off pretty easily, then you take off the mounting nuts, then you can unplug the tweeter.
Assuming it is the same as a '99 Galant: you go into the trunk and unscrew the three plastic caps that are holding the fabric-covered partition on on the side of the tail light that needs the new bulb. Then, undo the nuts holding the bolts on. There is a plastic-covered bolt there - push on that and it pushes the entire tail light assembly out. Then, undo the bulb holder and replace the bulb.
Rotors are more than likely warped. Make sure when you get this fixed that the lug nuts are torqued to the proper specs. Over tightening the lug nuts will warp the rotors. This could also be a tire or wheel bearing problem. Inspect tires carefully. If rotors and tires are OK, check bearings.
On the inside of the door, where the mirror is mounted, there is a black triangular plastic cover. Gently pry off the cover and you will find three nuts inside which hold the mirror to the car. loosen these nuts, and if electric mirrors, disconnect the plug. You will have to pull the door panel back alittle at the top to replug, as there is not a-lot of slack in the cable. replace the mirror through the same holes and reattach nuts.

For a Galant: Open the trunk. Remove the three clips. Take off the trim cover partially. Remove the three light case mounting nuts. Push the white square grommet and remove the light case. Remove the socket assembly and bulb together by turning it counterclockwise. Take off the bulb by turning it counterclockwise while pushing it inward. The outer two bulbs are for the tail light. Use bulb number 2057.
