There are many different tire manufacturers out there. For a 2007 Chevrolet Cobalt LS, you will want the size P195/60R15.
It depends on the 2009 Chevy truck's tire size. If the two trucks have the same size tires and rims, then yes; the 2007 rims will fit on the 2009 truck.
Depends on the rim size. If you are putting 20" 2007 rims on a 1995 E36 BMW with 16" rims, you'll probably find yourself in a pickle. Trying finding rims either the same size, or within 1-2" of the original rims.

Yes. I live in Miami and have seen 24" rims on them. They might need to get lifted at that size but 22" rims fit just fine. I own a 2007 SS and will be doing the same soon....
