The standard size is 195/65 and that comes stock with the vehicle. Many people put different size wheels on the car and you would have to adjust if that was the case. Size sixteen through nineteen inches in diameter fit pretty easily.
The stock 1999 Honda Civic tires are: P185/65R14 85S I couldn't find the actual dimentions for the lug nuts but with this information you can find what you need.

The size tire depends on the size and model of the truck. The owner's manual and manufacturer's information will detail the specifications of the tires that are standard on each model.
This information should be available in the driver's side door jam where it also shows your vin number & the year manufactured. The tire size is P205/70r15. Don't go with any others size or it will afffect your fuel economy. I would recommend Michelins. They cost more but they are well worth it.
