The 1999 Chevrolet Cavalier (including Z24) wiper blade sizes are 22" drivers and 17" passenger side wiper blades. Do not buy by length-only however. Since there are over 22 different wiper arm attachments - be sure to lookup exact wiper blade part numbers by vehicle make, model and year for the brand wiper you decide to purchase. This ensures correct length AND correct attachment.

I would suspect the switch...It is 20 years old.
To turn on the headlights, you twist upwards --twice-- the control to the left of your steering wheel -- the control looks just like the control that works your windshield wipers on the left side of your steering wheel. If you twist the control only once, it will just illuminate your dashboard lights I think... that's what happens with my Z24 anyways.

The 1999 Chevrolet Cavalier has the most common hook-end wiper blade arms. See installation videos in related links below. Find a button or tab in the area where the wiper blade is inserted into the hook. Press the tab and pull wiper blade out of the hook. Sometimes you have to rotate and flex the wiper a little bit to make enough clearance for the hook to pass through.
