Most departments have a standard that includes a minimum age (usually 18 to apply), as well as a minimum high school diploma or GED (General Educational Development). Citizenship in that country is also a requirement, as well as good understanding and an ability to communicate in english, and no criminal record.
But remember, these are just minimum requirements. Competition is usually fierce and going above and beyond the basics will make you a more competitive applicant. Having post secondary education- university degree or college diploma, volunteer work, a second language, related work experience in criminal justice, and past work experience dealing with people, are all beneficial to the applicant.
Ability to speak multiple languages, military background, college degree are the top skills in my opinion.

They go to a police academy and train there. Learn the basics of self defence, fire arms, and many other skills before going out into the police force.

Official training does not seem necessary for a post office job, but as with any job, there are skills you should have before working at a post office. For example, you need to have good social and people skills, as well as an organizational mindset.
The skills, what he or she was learned when he was studying.
