In Pokemon Emerald to solve the Sealed Chamber puzzle you need to put Wailord at the top of your party. Relicanth needs to be at the bottom of your party. This order is the reverse of the order needed in Pokemon Ruby and Sapphire.

How do you gt the regies if i already got regigigas from a friend?
You can get them in Ruby/Sapphire/Emerald by opening the secret caverns. First you need to have Wailowrd and Relicanth in your party and head to an underwater patch that you'll reach on Route 134. Follow the path til you see an inscription with apparent dots in it. Resurface there and you'll be in a cave. Go read the inscription then use Dig. Go into the opened up room. Here make sure Relicanth is in the first party slot and Wailord in the last slot, read the inscription and the caves will be opened up after an earthquake. In Emerald, you have to put Wailord first and Relicanth last in your party slots. Regirock will be found in a cave in the desert on Route 111. You have to read the inscription there then go right twice, down twice and use Strength. It'll appear. Regice will be found in a cave located in Route 105. Read the inscription then wait. A cave entrance will open up and you'll see Regice there. Registeel is in a cave on Route 120. Read the inscription there, go to the center of the room and use Fly. Go into the cave door and it's in there. You can't catch Regirock, Regice or Registeel in Platinum in the wild without a special Regigigas acquired from a Nintendo event. In Diamond and Pearl, you can't catch them at all in the wild unless you migrate them from Ruby, Sapphire or Emerald.

Keep going until you see the braille. 5)The braille reads,"Go up here."(only go up at that spot,or you will emerge on 134. 6)Go straight ahead.(The braille on the sides are the whole alphabet, starting from the left and going to the right. 7)The braille reads,"Dig here." Dig at that spot and another chamber will open. 8)Go straight ahead. Put wailord first in your party, relicanth last. It will open 3 new doors in Hoenn. They are: Desert Ruins(Route 112),Island cave(Route 105), and Ancient tomb(Route 120). P.S. Bring lots of ultra balls!
