Nearly any soap can be of use to men. The most useful soap is the soap that you actually use. That said, there are insecure men who refuse to use soaps with certain scents that they associate with females. But other than wound their pride, such soaps won't harm them unless they have an allergy. Speaking of which, if the guys in question have Allergies, brands such as Dial or Ivory tend to be the most hypoallergenic.

There aren't laws about such things! I imagine most people use shampoo.
From watching the commercials on TV, I've figured that Dove has the best soap that doesn't leave residue or soap scum on skin. Dove has different types of soap too; one can use Dove for men too.
I would suppose that it is the choice of the bald man. I know I use soap but I could just as easily grab the shampoo.
While most men no longer use shaving soap, there is a niche market for the product. A few good brands that are still around are Musgo, Sir Irisch Moos, and The Gentleman's Groom Room.
