If the government needs to assemble a jury for some trial, it picks a list of names from among the people living in the community and compels those individual people to turn up for jury duty. So, the people who turn up for jury duty are the people who the government chooses. All types of people from the community are chosen since the process is more-or-less random. The key insight to take away is that jury duty, unlike a help wanted ad, is not a general solicitation for interested parties to turn up. It is more like the military draft system. The government picks you and you turn up or else.

normal everyday people that have been sent a letter from the courts, this is usually compulsory.

Added: Depending on the state in question, the jury lists are chosen from either lists of registered voters, or from the drivers license records of that particular state.

Regardless of reason, EVERYONE MUST respond to a jury summons. If they wish to be dismissed they must state their reason to the court who may, or may not, dismiss them from this obligation of citizenship.
