The BIOS expects a video card, and failure to locate one will cause the system to fail POST and refused to boot. Some PCs (mostly servers) have a specialized BIOS that avoids this problem, and instead outputs the display via a serial port or (more commonly now) a specialized Management Controller chip. These systems no longer need any sort of video card to boot.
