No, but it is one of the most populous European countries. I'm not exactly sure what you mean by "most populated"; the country with the most inhabitants in Europe is Russia. The most densely populated European countries are Monaco, Vatican, Malta and San Marino (all four of them being micro-states), and the Netherlands (not a micro-state, of course).
