There is only one school in Canada if you live there that offers a Wedding Planning course. It is registered and i have herd great things. You can go to their website and it list whats covered and the costs. The website is wpic.ca. There have the course outline and start dates you can take the courses in Onrario and all over Canada. Also an event planning course will further help and business management as well if you wish to open your own store.

There are no college courses for wedding planning. I would find a local planner and see if he/she would take you on as an apprentice. You might want to take a class in flower arrangements, table settings, and something in art, but there is no course of study for this profession.
