No. Access Manager is a way of managing passwords and allowing you into files. Microsoft Access is a database application.
It uses Microsoft Access to open mdb files.
SkyDrive on Windows, which is free, allows a person to store their files and gain access to them regardless of where you are.

Windows uses Microsoft Office Access to open MDB files. But, MSO Access does not come with windows pre-installed. Since MSO Access is part of the Microsoft Office Suite, you will have to buy Microsoft Office 2010 Professional or Professional-Plus(If you are on windows). windows explorer is not the same as internet explorer. you use IE for browsing the internet and WE is used to access all your files. ie if you delete WE you will have no icons, taskbar or anything to view your files in
