While that's true about tech for war its the pushing of the quality, depth and bredth of a countries (Germany still is the world leader in technology) industrial fields generates an awesome base for development and hence become the holders of state of the art. Then to keep others at bay, they even make the machines that make machines that make products...that way, countries are caught up in innovative products using the equipment sold to them by the market leaders. Hence they are still consumers.
Inevitebly tho, development of future technology lies in the minds of future generations. If you can get them to come to your city and supply them with all their needs (both as scientists and people) then you can foster a society of people who generate the highest level of innovation, that being something unheard of and of a quality that cannot easily be surpassed.
