Since each chromosome has duplicated and now consists of two sister chromatids, the nuclear membrane dissolves so that the sister chromatids can separate. If it didn't dissolve, they'd still be held together.
Cytokinesis is the last stage of mitosis (cell division) where the cell splits into two parts. The chromosomes condense into chromatin and a new nuclear membrane is formed on each new cell.
