In most states anyone under the age of 17, needs parental or guardian consent and the permission of the court. Maryland, Georgia and Florida have exceptions to the law that apply to an individual's personal circumstances.
In other countries however-
In Scotland you can marry at 16 regardless of parent permission.
In England you can marry at 16 with parent permission, or 18 without.

As far as I'm aware a 17-year-old can get married in any state IF they have parental permission. Without parental permission, they have to wait until they're 18.
