I am pretty sure that President John Tyler annexed Texas to US.
Because Texas allowed slavery, Northerners were opposed to allowing another slave state into the Union.

it hasn't been annexed yet. "Annex" is when a state is added to the United States. Puerto Rico would be the 51st state. Right now it is commonwealth of the United States. It gets benefits and protection from the U.S. but it isn't considered a state, but it isn't independent either.
In the US, annex is both the verb and noun form (to add, or an addition). In the UK, the noun is usually spelled "annexe."
The US has never annexed Japan.
