I assume you already know about Hawaii?...Improving the answer: there are 2 states not served by the interstate, Alaska and Hawaii. However, there are 6 state capitols not served by the interstate. Juneau, AK, Honolulu, HI, Dover, DE, Pierre, SD, Jefferson City, MO, and Carson City, NV.
