There is a few good campsites in San Elijo state beach. The most popular beach would be California State Park.

There are no Best wild campsites.....just head out to the hills and stop where you like, The Trossachs area is ideal, no Tresspass Laws here so go for it.....

It depends on where you stay. The place I visit often has campsites for $20/night, but it'll vary depending on your location. Most campgrounds will have websites (especially if you want to stay in a state or national park), so you can view prices and make reservations there.
I am assuming you mean camping platforms when you posted the question, "Does Lake Taghkanic state Park have decks?" I worked there for 6 summers and as of the late 1980's yes, they had campsites with and without platforms. You need to request such when you are obtaining your campsite at the park office.
Wildfires are more likely to be prominent in dry areas like desserts or places where fires are always getting lit like in forests and campsites. Hope that answered your question :)
In most countries, it's illegal to set up camp anywhere other than a specified campsite. There are so many campsites around though so you shouldn't have much trouble finding somewhere to stay. At least if you stay in a campsite you can use all the facilities so it's a lot more comfortable.
