Octavian forced Lepidus to retire, in fact it was more like a banishment. This was after the war with Sextus Pompey, when Lepidus tried to take Sicily for himself. Octavian won over the army of Lepidus and expelled him from the triumvirate. Lepidus was then ordered to retire to the city of Circeii, under strict supervision.

Volumes could and have been written about this issue. I will only mention one thing, Athens was the cradle of democracy while Sparta was known for its strict military rule. Democracy spread from Greece to other countries but it took the whole of the middle ages to pass before the ancient ideas were actually implemented in full, although the establishment of parliament for example in England can be traced back to Greece in ancient times.
