Minnesota with 1312 pairs as of 2007, next is Florida with 1166 pairs and Wisconsin with 1065 pairs. then Washington with 835 then Virginia with 560, then Michigan with 500, Oregon with 470, Maine with 414, MD with 383, Montana with 325, South Carolina with 227 then California with 200 pairs of bald eagles!

Hawaii-I think it is because there is not enough space. Bald eagles need about 100 miles of space. Hawaii also does not have tall enogh trees. It also has too much human development.
