The reference to 'states', is more or less to draw attention to the areas that might use salt for snow & ice control on their roads.

Ford has no way to know if a Windstar may have ever been subjected to these conditions just by the state it is registered in - heck, even cars migrate to warmer climates.

By the way, my dealer said any buy-out offers are for vans from the 1999 & 2000 model years - darnit! I was hoping for a buyout so I could pickup a loaded Freestar or Monterey. (Even though I love my Windstar and it is a terrific vehicle)
