Treaty of Cesseation
The U.S. Constitution states the powers of the government and the limits of the people. The Bill of Rights says a citizens rights.
The stated purpose of the A.I.M. was treaty rights recognition and equal rights under those treaties (rights of self determination, self government, no interference by the United States or its agents (US or US Labeled Indians)).
The states demanded that the powers of the federal government be limited go into the Constitution. The Bill of Rights limits these powers.
It depends on what you mean. In some states, you can carry a handgun openly without a permit. In most states, you have to have a permit to carry a handgun at all, or to carry it concealed. Two states and the District of Columbia don't issue handgun permits. The states that do issue permits have restrictions, a few places within the states that is off-limits, even if you have a permit, such as schools, courthouses, etc.
The Bill of Rights limits the powers of the federal government of the United States, protecting the rights of all citizens, residents and visitors on United States territory. ---- I'm not sure.. but I hope it helps.
In order to allow citizens their civil rights, it is important to set limits on government powers. These limits allow for freedom of speech and other rights of US States and individuals. Without a system of limitations, there is the risk of a nation becoming a Dictatorship.

Yes. But this would not protect the person who goes beyond the limits in the US Constitution from prosecution in Federal Court. What the states may not do is impose more restrictive limits on civil liberties or civil rights than those in the US Constitution.

The Bill of Rights is the original first 10 Amendments to the United States Constitution. Basically it was to set limits on what the government can and cannot do in regard to personal liberties, and it helped secure the ratification of the United States Constitution.
