due to some caste controversy in the state, the govt is facing lot of difficulties to finalised the issues. Again a case already counting in high court to finalsied

struggle is no solution. Go to court is better result. Just refer 1979 and 1990 order. Who is not giving caste certificate(tahasildar), a case should be given in his name.
