The BIOS stores instructions for how the computer is supposed to boot up.
It must run from a boot disk in order to boot a PC and test memory on that PC.
If you already have a operating system on it, put in the Windows 7 DVD and hit setup. If not boot the DVD. Some PC's require you to enter BIOS(default F2/DEL) at boot to put boot priority or enable the boot option button(default F12). Keep in mind your PC must meet the required hardware for Windows 7 to install it. If this question is referring to the Dell OpiPlex you might have to do some prework to get it going with decent performance.
