My understanding of tang is that a full tang sword is much stronger and durable. This is because the metal extends through the handle. so even if your steel es stronger, it wouldn't matter if the handle breaks! Improvement: A full-tang would be a much better alternative, simply because the balancing and sturdiness of the hilt:blade ratio. Something made with half-tang or a rat-tail would snap in the heat of combat, reenactment or practice, possibly causing injury to the user and anybody or property around.
Tempered steel has both strength and the ability to change form under the right amount of pressure. Tempered steel can be made from both low carbon and high carbon steels.
MS stands for mild steel. This is steel than only has a small about of carbon. It's strong, but not easily tempered. CS stands for carbon steel. In carbon steel, the main alloying element is carbon.
