If by animating you simply mean drawing a number of pictures and watching them play back to appear as a cartoon (like 'The Simpsons' or 'Family Guy'), then I would suggest using 'Macromedia Flash' or drawing the pictures and putting them together using 'Windows Movie Maker' (if you are using a Windows computer)
