Circulatory system delivers blood (containing oxygen) to cells.
The respiratory system functions to bring oxygen into the body and make it available to the cells, and to remove carbon dioxide from the cells and expel it. The cardiovascular system works with the respiratory system by picking up the inhaled oxygen and delivering it to the body's cells, and by taking carbon dioxide from cells and delivering it to the lungs to be exhaled.

It is the function of the respiratory system to deliver oxygen to the alveoli, where it crosses into the circulatory system, entering red blood cells, and is transported throughout the body. "More" oxygen can be delivered by increasing ventilation, that is, by increased breathing rate, or the volume of each breath. That puts more oxygen at that interface. The Circulatory system can increase the oxygen delivery by increasing heart rate: more blood is pumped through, and so more red blood cells are exposed to the available oxygen. When you are exercising, in a normal, healthy system, both of these happen: you breathe deeper and faster, AND your heart rate (pulse rate), increases. How much each of these happen, and how fast they return to "normal", is both a function of how much work you are doing, and how well conditioned/ trained/fit you are.
