It is illegal to tattoo anyone under the age of 18 without parental consent. Any tattoo parlor that will tattoo someone under 18 is doing it illegally which means they are likely doing other things illegally and you run the risk of getting a bad tattoo with bad ink and getting an infection or even worse... a disease from dirty needles or improper care or facilities.
Tattoos are not something you want to skimp on. They can be extremely dangerous and even threaten your life when all the proper hygiene and safety regulations are not followed.
On a less severe note they are also something that will be on your skin for the rest of your life so you want it to be good and meaningful. Not something you got done in a back alley parlor with a sub-par artist. And not something that is just silly and has no real meaning to it.

If you want a tattoo I can't say anything to change your mind but as a tattoo artist, I would never put ink on someone your age. You will still grow and the skin will stretch and you will eventually hate what it turns out to look like. I can't tell you how many people come in a day to my shop that want a cover up tattoo. No tattoo artist will tattoo a person under the age of 18........ but it never hurts to ask around.
