Being legally able to get a tattoo is a function of coming of age!
Symbols depend on what culture you want to reference. I knew an African woman who had a key tattooed on her arm as part of her coming of age (though this references the British tradition that when you come of age you get 'the key of the door').
What symbols appeal to you? Choose one that you can live with.
that the wearer has killed a minority ^absolutely incorrect^ (are you getting it confused with a spiderweb tattoo on the elbow or shoulder?) it symbolises the coming of spring, youth and innocence.
One tattoo that symbolizes transformation is the butterfly. Another tattoo that also represents transformation is the lotus flower which represents beauty.
A dagger tattoo symbolizes death.
A tattoo crown symbolizes authority and loyalty

Any tattoo can be a "coming of age" tattoo. Various cultures have specific tattoos that signify an important step in the "coming of age" process, but with the modern acceptance of tattoos comes a personalization that was not as common in times past. I came across your post while I was trying to find a tattoo with similar meaning that was specific to my ethnic heritage, but I believe that the meaning of a tattoo is only given by the person wearing it, in spite of the historical, or even religious, significance. As long as you find a symbol that speaks to you on a personal level, you can never have a stupid tattoo. Best of luck and congratulations for reaching such a milestone
