In response to the whiskey tax law passed in 1791.
Congress cannot pass any laws about marriage. Congress, itself, is not allowed to tax people. They can't borrow money, either.

Western farmers opposed the whiskey tax because idk. answer it yourself lol... jk. They opposed it because farmers exchanged whiskey and other items they produced for goods they needed. Congress decided to put a special tax on whiskey and other alcoholic beverages to help reduce the national debt. However, western farmers opposed and protested... :) hope this helppss!
Congress is forbidden from assessing a direct tax. In theory, the federal government is supposed to tax based upon population, if a state has 10 percent of the population then they are only supposed to by 10 percent of the tax. With the size and needs of the United States, that is hard to accomplish.
Whiskey tax
Whether or not tax rates change remains to be seen but if there are any it won't be done by Obama alone. Congress will need to pass a law which then must be approved by the President.
