If your car is anything like my 2001 intrepid, it is because only one of your radiator fans are coming on when the temp sensor tells your fans to turn on. You hear a fan kick on, but it is only one of them. There are two.
Just to the side of the thermostat housing.
factory thermostat should be a 180 degree stat.

A dodge neon does not have a heater valve. The inside temp is adjusted with an airflow control door inside the dash.
i have sort of the same problem on my dodge 2000 the temperature gauge recently went out and i replaced the sensor but the gauge always reads 0 your not alone with this one...
Yes, it will, but you would have to take the following parts off of your 1999 engine and install them on your 2002 engine first: Flywheel, left cam sprocket, intake, engine harness, plenum, valve covers, exhaust manifolds, alternator, temp sensor, and EGR valve/piping. No/low coolant, bad thermostat, dirty/plugged radiator (inside and/or outside of it), air pocket in coolant, electric fan relay, temp switch for fans, bad fans.
there are two fans take the clips off of the sides clips not bolts unhook the wiring harnest and lift it out and replace but if you are having overheating probs then you should check your oil if it ain't black you might have a prob you can also cheak your relay in the fuse box the termostate or the temp sensor
