from my knowledge of fishkeeping i believe you should go with about 70 on the thermometer not 70 degrees, 70 degrees Fahrenheit. if you were to do 70 degrees the fish would automatically die because the human skin average heat is 35 degrees so can you imagine how harsh that woyld be on the fish skin because the fish sking isn't half as tough as the humans.

other information:

ONLY PUT A HEATER IN TROPICAL FISH TANKS. COLDWATER FISH DONT NEED IT.

What might be the problem when the water from the heater is not hot but warm?

If its a gas water heater then it may be a bad thermostat or the temperature is set very low or in some cases the wind from a storm could blow the pilot flame out and in time the water turns warm then cold. If its a electric water heater it could be that the bottom element is not working or the dip tube is damaged or the set water temperature is set on low.
