If a report is written it is always of events or ideas expressed in the past. You cannot report what will happen in the future, because no one knows. Reports must not be necessarily be in chronological order, relating events in the same time sequence that they occurred. They could be reported in the order of importance to the topic. A report of an earthquake, for example, could be expressed in the number of persons killed, focusing on the deaths from the stronger, more deadly events then filling in the weaker, less deadly events.

A report of contributions to a project might be given in alphabetical order of the names of the participants, or geographical location of the work, or benefits to the population affected, totally ignoring the chronological order. Many tenses could be used, with no consideration of the chronology. The mind boggles at the number of tenses that could be used, past, past perfect, even future (expected results, etc.).
