Hitler did not create eugenics. It was a term founded by Francis Galton which led to movements in the early 20th century which made way to laws which restricted immigration, gave permission for the sterilization of the mentally ill and encouraged reproduction in those with desirable traits. Only after that did Hitler use some of the social goals of eugenics to back up his want to create a 'superior' race.

Hitler used the term to refer to non-Jewish Caucasians, particularity of Nordic or Germanic type. It is negative now because it implies serious racism and the ideology of the Nazi regime.
