The wheel (pulley) that you refer to is not the starter - it is another component (prob the alternator or a/c). It probably has a bad bearing and will need to be replaced. Remove the belt and see if the pulley spins freely, If it spins freely, then either the belt or the component is misaligned. If the pulley rattles, or sways side to side, or is hard to spin, the bearing(s) are bad and the component will need to be replaced or repaired.
