Unless the engine was completely flooded (submerged) in water - make certain that the fuel is not contaminated with water, the air intake is clear of water, and the oil in the crankcase is not water contaminated. Then crank the engine until (hopefully) it will fire.
If this does not work, or the engine was complete submerged, there is little doubt that you will need to have a repair shopdiagnose and solve the problem.
One thing that i know of that can cause heart burn is a family line. It could be passed down through the generations, you know?

intake gaskets are between the head and intake. head gaskets are between the head and the block..

Right where the intake hose attaches to the engine, between the bellowed tube and the intake manifold thing.
The '99 has more bolts. If you have the lower intake also, you can swap the whole thing. The upper alone wont fit. Intake issues are very common for these cars.
