The layers are defined primarily by the "lapse rate", or change in temperature with increasing altitude. The lapse rate is negative (temperature falls) in the troposphere, but positive (temperature rises) in the stratosphere. Temperatures decrease again when ascending into the Mesosphere.
As it falls through the atmosphere and heats up, the glowing streak of light is called a meteor. If fragments of the object actually get through the atmosphere and fall to the ground, the fragments are called meteorites.
Hailstorms have layers because it makes the hail get bigger. That way it can be more powerful and big when it falls down to the Earth.
