The Perseid meteor shower is best seen between about 2 AM and dawn, any day from August 9 to August 16 or so. The peak of the shower is in the pre-dawn hours of August 13.

At the time of asking the annual Lyrid meteor shower is from 16th to 26th April and peaks on 21st 22nd April. The radiant shower can be seen in the constellation of Lyra.
Once it is a dark clear night, you can see meteors during a meteor shower. Often it is better later in the night, but you can see them at any time. So there is no particular time that is best to wake up at to see a meteor shower.

The Perseid Meteor Shower has been going on for a couple of days now. You have the best chance of seeing spectacular meteors between midnight and dawn, when you are on the "leading" side of the Earth. (The hours between dawn and noon are also on the "leading" side of the Earth, but in the daytime you can't see most meteors.)
You can see meteors on any clear night. There are several occasions throughout the year when there are meteor 'showers'. As you do not give a date we do not know when 'tonight' is. See the link below for a list of some dates for meteor showers.
The peak time will be the night of Thursday, August 12 and the early morning of Friday, August 13. Starting about 3 days ago, for another 6 or 7 days. The best time is from about 2 AM to dawn. For most meteor showers, it doesn't matter where you are; from 2AM to dawn.
The Perseid shower will enhance the background rate of "shooting stars" all during the night of August 11-12, wherever you are. Astronomers have predicted two Perseid peaks, at about 0100 and 0530 GMT on August 12th, corresponding to 0400 and 0830 (summer-time) in Israel. Neither of these predicted occasions is too useful anywhere in east longitude, on account of the waning gibbous moon and eventual daylight; but there should still be something to watch for at any time during the night of 11 to 12 August.

There will be a total lunar eclipse on December 21st, and a meteor shower that peaks mid-December. Meteor showers last a couple of weeks, so there will be some overlap there.
The next major meteor shower in this area will be the Leonid shower and will peak on November 18, 2010 at around midnight. It will be active from Nov. 12 to Nov. 23. Look toward the northeastern sky about 30o above the horizon in the direction of the constellation Leo (therefore the name "Leonid").
