The materials that make up a beach are sand, pebbles, cobbles, rocks, and shells. A beach is a land along the edge of a body of water and is usually made up of six materials. Beaches can be 100 kilometers long or very short. The coast is a more general term referring to the junction of land and water, but a beach is made of specific materials like sand, cobbles, or shells.

To make it you could just get some sand from the beach and pour the sand through a sifter so that you only get the small grains and not big chunks of sand or pebbles and such. Then use the sand as the bathing dust and put it into a container for your pet to bathe in. However, if you can't go to the beach, then just grind up a bunch of peanut shells or other types of nut shells and sift that sand too. Good luck!
A beach berm is a mound of loose material (sand, shingles, shells, jetsam, flotsam) on the backshore of a beach. It records the height to which waves have washed up the beach face at high tide. A beach can bear more than one berm. When so, the highest berm will be landward of lower berm(s).

There are shells on some beaches and none on others because the creatures that orriginally lived in the shell ie mollusks, are not abundant at the beach wthere there are no shells. Also the current at some beaches is too strong and do not allow for shells to be washed ashore.
