A blimp can go up any time of day as long as the sun is out. There are reasons that a blimp will not go up and that is usually dependent on weather or if there are complications with the blimp itself.

Then at the end you have to goright, which says exit, or left, which says go left. You go left. Then you're in the house at the construction zone. Go up and then come down to get out of it. Go left all the way to Main Street. You're at the blimp!
