The prime meridian is a line of longitude
No meridians are called the time meridian. The Greenwich meridian which passes through Greenwich, London is called the prime meridian. From which time zones are calculated.

To be in both East or West at the same time, you must stand astraddle the Prime Meridian in Greenwich (London) or 1800 Longitude in the middle of the Pacific.
The Prime Meridian based on Greenwich, England, is at 0 degrees longitude and all other meridians are "X" degrees east or west of it. The Prime Meridian was established for navigation and is the basis on which International time is kept. The Prime Meridian joins the North and South Poles, and passes through England, France, Spain, Algeria, Mali, Burkina Faso, Togo and Ghana.
The prime meridian goes east to south, as the equator runs east to west. The prime meridian is used as 12:00AM on a time zone map
Since Earth rotates toward the east, time zones east of the prime meridian get the sun earlier in the day.
Starting on the Prime Meridian, you can reach Japan by going either east or west, whichever you're more comfortable with. Since the earth is a sphere, you'll get there either way. If your time is limited, though, you're better off going east, since Japan ranges between roughly 130° to 150° east longitude. Also note: From anywhere on the Prime Meridian, the exact direction for the shortest route to Japan depends on the exact starting point. From the north end of the Prime Meridian, you must go due south to reach Japan, and from the south end of it, you must head due north.

Every 15 degrees of longitude represents one hour. So 45 degrees east of the Prime Meridian is ahead of UTC by 3 hours (45 divided by 15). So the absolute time at the Prime Meridian when it is 12:00 noon at 45o E, is 09:00 hrs. However, different countries set their time zones by reference to political and practical considerations, not just by their position in relationship to lines of longitude. Consequently in some situations, the local time in at the Prime Meridian will be different from that of other countries through which the Prime Meridian runs. For example, local (standard) time at the Prime Meridian in France and Spain and Algeria is UTC +1, whereas in the UK it is UTC +/- 0.Similarly, standard time at 45o E is generally UTC +3, but there are exceptions: Iran, for example. Longitude 45o E passes through Iran, but it is a large country, and for convenience, has adopted UTC +3.5 as its standard time zone (Iran Standard Time/IRST). So when it is 12 noon at 45o E in Iran, it is 08:30 hrs at the Prime Meridian in England but 09:30 hrs on the Prime Meridian in France. For more information about the Prime Meridian, see Related links below.
The Prime Meridian and 180° longitude are half-a-world apart. So 11 AM at 180° corresponds to 11 PM on the Prime Meridian.
The term "meridian" means "midday" or noon. The original definition of the Prime Meridian placed it at the "center" of the day, or noon, when the Sun could be determined as "directly overhead" at some point along the 0° meridian. This meant that midnight, the division between days, was at the 180° meridian, or "International Date Line", when it was noon in Greenwich. At that point, all points on the globe are marking the same calendar day.Because the Sun arrives overhead earlier east of the Prime Meridian, the time there is already after noon that day. Points west of the Prime Meridian will have their noon later that day, so they are "earlier" in the day.The terms "ante meridiem" (A.M. before noon) and "post meridiem" (P.M. after noon) follow the same convention. When it is afternoon at the Prime Meridian, a new day begins at the Date Line and "moves west" with the passing hours. Except at midnight, the Date Line will indicate a "day later" to its west than to its east.
