The time just before dawn is called the "pre-dawn" or "early morning hours." This is the period when the sky starts to lighten but the sun has not yet risen.

The prefix "pre" means "before," so it's just before dawn.
The Perseid meteor shower is best seen between about 2 AM and dawn, any day from August 9 to August 16 or so. The peak of the shower is in the pre-dawn hours of August 13.

They can appear in the middle of the night. Shooting stars can pass at anytime, they don't happen only at that time. You are actually more likely to see meteors in the pre-dawn hours of the morning, with 6 AM usually being the peak time.

Meteor showers aren't like a bus or airliner; they don't arrive on a schedule. The Gemenid meteor shower started a couple of days ago, and will continue for two or three more days, but the pre-dawn hours of December 14 (your local time) are probably your best opportunity.
