I will correct that one, this all depends on how the family situation is, when our kids go to school, they need to be in bed by 9 o'clock no later than, to get at least 8 hours sleep for school the next day. During week end they can stay till 10 or 11 in the evening for what ever they want to do.
Now for the adults like parents, they usually go to bed by 10 or sometimes 11 depending if they work 5 days a week. But remember we use to be in a place of the children, isn't it??
The kids should not stay past 9pm. They should go to bed after dinner and after finishing their homework.
