The idea for lunar roving vehicles, or moon buggies, was first published in a 1952-1954 series in Colliers Weekly Magazine.
However the first functioning version of a lunar roving vehicle was produced by Boeing for the Apollo missions 15, 16, and 17. NASA had requested for them to be completed by the 1st of April 1971. The first use of the Lunar Roving vehicles was on the 31st of July 1971, on the Apollo 15 mission.
Four astronauts used two buggies on the moon.
Moon buggies are made for easy travel around the moon. They can carry things around the moon as well.
The moon buggies were used by Apollo 15,16, and 17.

They are in a low gravity environment, but it's not zero gravity. The Moon's surface gravity is about a sixth of the Earth's. That's enough to keep Moon buggies in place.

Yes, along with the bottom half of the LM and the two Life Support backpacks (PLSSs)
In relation to the size of the moon, they are tiny, and we are so far from the moon. Even the astronauts orbiting the moon could not see them.
