Before the Princepate, Rome was a Republic which was ruled mostly by two consuls (which changed every year) and the Senate. The two consuls has imperium (complete power which made them untouchable). However, the Senate really had the Consuls by the balls. The oligarch-type group which, on paper, had power over finances and relationships with other empires/countries was called 'The Senate'. This means that the consul's could not go on campaign, declare war or make teaties without permission from the senate. The consul's were even the Senate's choice. The commoners were put into large groups and give one "yes or no" vote per group. If the Senate did not like the decision of the masses they had the power to veto it.
