If you have replaced the relays in your 1997 Toyota RAV 4, the engine cooling fan may not come on when it is supposed to because of a failure in the wiring, the thermostat that sends to the fan, or the fuse for the cooling system.
check sticking sliders need copper grease.

Does the engine cooling fan come on at 230 degrees and turn off at 190 degrees? You could have a bad cooling fan, relay or sensor problem. If all of these check out you need to check for leaks and repair them. Also a stuck thermostat can be the bad apple.
Check the cooling fan relay and the control sensor. Check the fuse as well and if these are all good, check the fan motor.

check see if its gitting power if it is then the motor is bad if no power check relay
Check to see if they are getting power Could be a bad temperature sensor Check to see if they come on with A/C or defroster
Cooling fan should come on when coolant temperature exceeds 235 degrees Fahrenheit or A/C or defroster are turned on
