The vet or even your dog's groomer can express the glands. If your dog is a little one they tend to have that problem more than big dogs. When they have bowl movements the muscles in the anal area express the glands, and sometimes little dogs have problems with that so the need to have them done manually.

Expressing anal glands on a dog, especially when your not 100% certain how to do it, can result in perforating the anal sacs. Make a appointment with your vet who will do these for you. Usually you shouldn't need to express your dogs anal glands manually as the dog will generally do this on their own. Anal glands are expressed naturally when your dog has a bowel movement. If your dog has been scooting on the floor, biting their anus or if there is a rash or swelling of the anus then take your dog to the vet.
