Check the track that it moves on for obstructions if it sounds like the motor is straining hard. You could also find motor and put it to a voltmeter to it and see if your control switch it not working right or if its the motor just stopping. My 2006 has a sensor to tell the motor to stop when the seat cannot move any further to help idiotproof the truck. Even though 1999 had the same series build (GMT 800) it is a different body style from mine so i cannot know for sure. Probably a moderately easy fix. -Dan
